The next banking paradigm is already taking shape. The GCC can lead it.

Third-party AI agents are starting to act for customers. The opportunity for banks in the region is to own the trusted orchestration layer before someone else controls the relationship.

01 Why now

The bank is no longer the only interface.

Personal AI agents in operating systems, browsers and platforms will increasingly act for customers.

They can reach banking infrastructure directly, bypassing the app and weakening the bank’s hold on the relationship. GCC open-finance and payment rails are accelerating this.

The question is no longer whether the rails exist, but who controls the orchestration layer above them.

The competitive risk is not moving too early. It is becoming invisible behind platforms you do not control.

02 Where value lands

The value shifts from processing transactions to orchestrating outcomes.

Agentic banking moves past static products and menus. Banks can anticipate intent, coordinate activity and execute within customer-defined mandates. Five places that shift shows up first in the Gulf.

01A Financial Life OS for Gulf customers

A persistent orchestrator built for the multi-bank, multi-currency reality of Gulf households: salary accounts, remittance corridors, Islamic and conventional products, and expatriate financial lives split across two countries.

02Agent-ready cores, on GCC timelines

Regional cores must move from static interfaces and procedural APIs to machine-readable systems agents can access securely, without taking the bank off the air mid national digital agenda.

03Execution on GCC Open Finance rails

SAMA moved open banking to a licensed activity in March 2026, and the UAE’s Open Finance Regulation mandates cross-sectoral data sharing through a centralised API hub under the AlTareq standards. Most markets are still legislating what the Gulf has already deployed.

04Trust brokerage for the region

The bank shifts from providing products to authenticating identities, setting permissions and governing which agents may transact. Know Your Agent replaces Know Your Customer, binding every autonomous transaction to an accountable human principal.

Applications

05Sharia and regulatory control

Autonomous action must stay explainable and auditable for SAMA, CBUAE and QCB supervisors and for the Sharia board, across every decision.

The next bank is not another app. It is a trusted orchestration layer.

03 Governance

In the GCC, autonomy must be sovereign, explainable and Sharia-compliant.

Agentic banking raises new questions of authority, accountability and legal responsibility. These controls cannot be added after deployment. They belong in the architecture from the start.

Sovereign architecture Models, vector stores, customer data and audit logs sit within national data-residency rules across SAMA, CBUAE and QCB.
Customer-defined mandates Every autonomous action stays within the permissions, limits and objectives the customer sets.
Sharia-compliant execution Murabaha and similar sequences run on fixed, verifiable workflows, with an audit trail the Sharia board can interrogate.
Accountability and audit High-risk or irreversible decisions escalate to human teams, and the bank can explain what an agent did and why.
The GCC signal

The region is already moving.

GCC institutions are not starting from zero. Open-finance regulation, digital payments and active AI investment are creating the conditions for agentic banking at scale.
